Can Ukrainians vote in Sweden in 2026?

Yes. Some Ukrainian citizens can vote in Sweden without Swedish citizenship — but not in every election.

In short: Swedish citizenship is required for elections to the Riksdag. For municipal and regional elections, a Ukrainian citizen may have voting rights if the age, population-registration and residence requirements are met.

Riksdag

To vote in elections to the Riksdag you must be a Swedish citizen. Living in Sweden, having a personal identity number or holding temporary protection does not by itself create this right.

Municipal and regional elections

For Ukrainian citizens, who are not citizens of the EU, Iceland or Norway, the rules are different. You may vote if you are at least 18 by election day, are population-registered in the relevant municipality or region, and have been population-registered in Sweden for at least three consecutive years before election day.

What does population-registered mean?

Folkbokförd means officially registered as a resident in Sweden's population register. Simply having physically lived in Sweden for three years is not enough for this rule.

Does a personnummer mean I can vote?

No. A personnummer is not automatic proof of voting rights.

What is a röstkort?

A röstkort is your voting card. It shows which elections you may vote in and information about your polling station.
